Chief Shults has served as a member of the Newport Police Department since July 1, 1987. Chief Shults served as a patrolman and a Detective with the Police Department. During his service, Chief Shults also served on the 4th Judicial District Drug and Violent Crime Task Force rising to the position of Assistant Director.

Chief Shults was appointed to the position of Chief of Police on January 13, 2004. Chief Shults is:

• a member of the Tennessee Association of Chiefs of Police;
• Chairman of the Board of Directors of the Cocke County E-911 District;
• a member of the Board of Directors of the 4th Judicial District Drug and Violent Crime Task Force; and
• a member of the South East Tennessee Methamphetamine Task Force.
