Code of Conduct

The following Code of Conduct shall apply to the Newport Community Center and surrounding grounds under the operation and control of the City of Newport.
- The stealing of any personal or city-owned property will result in immediate and permanent suspension from the Newport Community Center and the caught or suspected of stealing shall be turned over to the Newport Police Department for conviction by the proper courts.
- There will be no alcoholic beverages, drugs, or gambling in the building or on surrounding grounds. No under the influence of alcohol or drugs shall enter the building or be allowed on the surrounding grounds and/or parking lot.
THE VIOLATION OF THE ABOVE RULES AND REGULATIONS #1 AND #2 WILL RESULT IN IMMEDIATE AND PERMANENT SUSPENSION.
- No Writing, marking or defacing any wall, floor, or ceilings in any manner.
- No arguing or fighting is allowed in the Newport Community Center or surrounding grounds and/or parking lots.
- No misuse of equipment or building. The party responsible for any damage will be required to make restitution to the City of Newport for the amount of damage.
- Loud, profane, or vulgar language by anyone in or around the Newport Community Center, parking lots or grounds, will not be permitted or tolerated.
THE VIOLATION OF THE ABOVE RULES AND REGULATIONS #3--#6 WILL RESULT IN: 1ST VIOLATION 30 DAYS, 2ND VIOLATION 60 DAYS, 3RD VIOLATION 90 DAYS SUSPENSION. ANY VIOLATION OVER 3 WILL RESULT IN PERMANENT SUSPENSION.
- Any expression of physical or verbal abuse to any staff member or user of facility will result in suspension.
- The playing of radios, tape players, etc. will be permitted only with STAFF APPROVAL.
9. No smoking, food or drinks allowed in gym,weight room, pool, or racquetball area, unless authorized by the staff member in charge. Smokeless tobacco not allowed in any area of the Community Center. 2008 FEDERAL LAW PROHIBITS SMOKING IN ANY PUBLIC BUILDINGS.
10. No roaming in hallways. You must have a definite destination and/or activity.
11. No spitting within the facility—floors, walls, sinks, etc.
12. Shoes and shirts are required to enter the building.
13. Shirts are required at all times.
14. When leaving the pool area you must be dry. This means no wet feet, legs, or other body parts. Shirts and shoes must be worn when leaving the pool area.
15. No running in any area of the building, with the exception of the gymnasium.
16, No smoking allowed inside the community center building.
17. No riding or parking any type of bicycle, skateboards or skates on any sidewalk, ramp or steps that lead to any entrance to the building.
VIOLATION OF THE ABOVE RULE AND REGULATIONS #7 - #17 WILL RESULT IN: 1ST VIOLATION 5 DAYS, 2ND VIOLATION 15 DAYS, 3RD VIOLATION 30 DAYS SUSPENSIONS. ANY VIOLATIONS OVER THREE WILL RESULT IN PERMANENT SUSPENSION.
18. No public display of affection and /or sexual conduct will be permitted or tolerated.
VIOLATION OF THE ABOVE RULE AND REGULATION #18 WILL BE PUNISHABLE DUE TO THE SEVERITY OF THE CONDUCT. THE STAFF MEMBER IN CHARGE WILL DETERMINE THE AMOUNT OF SUSPENSION TIME NO LESS THAN FIVE DAYS AND/OR IF PERMANENT SUSPENSION IS NECESSARY.
19. All rules that are posted inside the Community Center and/or on all surrounding city owned property apply and must be followed.
20. The Newport Community Center staff will maintain a written record of all reported violations of these rules and regulations. The staff will also maintain a written record of all disciplinary action taken against individuals.
21. Any violation of a City Ordinance or state or federal law will be reported to the proper authorities and will be dealt with by the court having proper jurisdiction. A conviction by a court or a finding of delinquency by the juvenile court will automatically result in a permanent suspension of privileges of using the Newport Community Center or the surrounding grounds and parking lots.
22. Any person dissatisfied with the decision of the Newport Community Center Director on any violation shall have the right to appeal and request a hearing before the Newport Recreation Board. Such request must be made in writing, setting forth the reasons for the request, and filed within (5) days from the date the decision complained about.
